This terrace of 14 houses was constructed in 1851 by a Mr. Smith, who was one of the railroad workers[1]. There were a number of issues relating connecting the terrace to the main drains (running into Mercatoria), which were finally resolved during 1853[2] These issues related mainly to what was perceived as being a 'double rating' being applied to the properties, due to them being outside of Burton's St. Leonards and thus paying rates to Hastings, but also having to pay an additional rate for connection to the service pipes within Burton's new town.
