Albert Small was born in 1866, his father being a sailor, and in part of his adulthood served as an officer of the West Kent Yeomanry.

The 1891 Census shows Albert to still be living with his parents at 52 St. Andrew's Square when he was aged 25 and employed as a Mineral Water maker. In 1898 he joined the local lodge of the Freemasons[1]. Marrying Emma Reeves (known as Emmie) on the 8th of April 1896 at Holy Trinity Church, by the 1901 Census he is living at Westwood, 70 Baldslow Road with two children and two servants. The family went on to have five children in total, one of whom would appear to have died in early childhood[2].

He would appear to have had something of an entrepreneurial streak, becoming Managing Director of the bottled water manufacturers Griffin Woodcock & Co Ltd, with premises in Earl Street, Hastings and Hawkhurst. Seeing a demand for coach tours of the surrounding areas and opened the Central Garage in the early 1900s to facilitate his charabanc tours[3].

Following a fall in Queen's Road during the early evening of on the 7th of November 1921 as the result of an apparent heart attack (he had suffering for heart issues for a period), he was found to be deceased by passers by who rushed to help. At the time of his death he was resident at 5 St. Matthew's Gardens[3].
