Cecil Barfoot inherited the ownership of 24 Sedlescombe Road South and the Silverhill Windmill, becoming Managing Director of 'W. Draper and Company Ltd.' following the death of Elizabeth (aunty Lizzie) H. Draper.^[1]. Becoming Mayor in 1960 and 1961, Cecil Barfoot switched on the Pelham Fountain.
